16084-6khz. A mult-tone system consisting of 12-14 tones. The aggregate baud rate is 100. Also, if two tones are isolated the baud rate is 100 and the auto-correlation analysis shows a spike at 24 bits.   The sound of the modem could be described as "buzzing." I don't have the foggiest notion on this one. I don't think it's a form of FDM.
   The oscilloscope image looks very similar to one produced by a standard HF fax signal. The signal does scan across the entire bandwidth. If you run a fax screen at 240/176, you get an interesting and odd image.
Update
Mike Chace has suggested that this might be a jammer and that a numbers station might be its target.
   This theory is bolstered by my finding another one on 15685, centered over an AM  shortwave broadcast station.
