 15796.9khz. (also heard on 16605.9) a mult-tone system consisting of 4 tones. I've included an image from the phase scope, but I don't think it is phase modulated. The other possibility is that it is an FDM of 195.5 baud signals, but I really doubt it. The Code30 indicates a 195.5 baud rate for the entire signal packet. Also true for any two adjacent tones. Viewed with the auto-correlation module, there is a strong correlation at 8 bit intervals.
